25 displaced OFWs in Calasiao received livelihood assistance from Pangasinan Province Government
Twenty-five (25) displaced Overseas Filipino Workers in the town of Calasiao received P5, 000 from the Pangasinan Province Government under the livelihood assistance of OFW Project.
Held today, June 24, the project being carried out by the Provincial Employment and Services Office (PESO), was launched by the current administration last year in support of the OFWs that have been imposed due to the COVID-19 pandemic.
According to Dr. Shiela F. Baniqued, the house of the Provincial Council Member Angel Baniqued Jr. The one who stood up representative of Governor Amado ‘Handsome’ I. Espino III, provided financial assistance is just one of the many provincial government projects for Pangasinense including the group of OFWs which is one of the valued sector of the current administration.
′′ Being an OFW is a hard job. Recognizing your sacrifice to work faraway to give your families a better life so the provincial government salutes you,” ani Dr. Baniqued.
Apart from the distribution of financial assistance, they also conducted orientation for such project and seminar for Basic Financial Management to further guide the beneficiaries in their upcoming business.

With this year’s theme, KALAYAAN 2021: Spirit of Freedom in Unity and National Healing,  Moreover, Vice Mayor Mahadeva Das B. Mesina, former Mayor Mark Roy Macanlalay, Calasiao Masonic Lodge No. 449 and PNP Calasiao headed by Plt.Col Ferdinand Z. De Asis came along to celebrate this event.
Let us also remember our modern heroes of today- our dear FRONTLINERS, who have given and are giving so much, especially during this time of the pandemic. “We can pay our respect by doing our part as we involve ourselves actively in Bayanihan for community and national healing”, the good mayor added.

AMENDED TRAVEL RESTRICTIONS IN PANGASINAN
WHEREAS, the State is mandated to protect and promote the right to health of the people under Article II, Section 15 of the 1987 Philippine Constitution, and local government units are empowered to exercise necessary, appropriate and incidental powers for its efficient governance in promotion of general welfare, as provided by Section 16 of Republic Act No. 7160, otherwise known as Local Government Code of 1991;
WHEREAS, on March 26, 2021, the Office of the Governor of the Province of Pangasinan issued Executive Order No. 0027-A-2021 imposing travel restrictions on the National Capital Region, Bulacan, Cavite, Laguna, and Rizal (NCR Plus);
WHEREAS, pursuant to E.O. No. 0030-2021 issued by the Office of the Governor of the Province of Pangasinan, the effectivity of E.O. No. 0027-A-2021 was extended until NCR Plus is restricted to essential travels only by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID);
WHEREAS, the IATF-EID issued Resolution No. 118-A, Series of 2021 placing the NCR Plus under General Community Quarantine until June 15, 2021, and under such classification, the travel restrictions on NCR Plus are partially lifted;
WHEREAS, there is a need to implement restrictions within the Province of Pangasinan to complement the gradual reopening of the NCR Plus and the revival of our economy, counterbalanced with considerations of public health;
NOW, THEREFORE, I, AMADO I. ESPINO III, Governor of the Province of Pangasinan, by virtue of the powers vested in me, do hereby order the following:
SECTION 1. GENERAL TRAVEL RESTRICTIONS. The following travel restrictions shall be implemented in Pangasinan:
a. Essential travels or travels by Authorized Persons Outside Residence (APORs) designated by the IATF-EID or the PNP, including but not limited to frontline services, government personnel with travel order, emergency medical cases, and movement of cargo shall continue to be allowed in the Province of Pangasinan.
b. No tourists from areas under Enhanced Community Quarantine (ECQ) and Modified Enhanced Community Quarantine (MECQ) shall be allowed entry to Pangasinan.
c. Pangasinan residents may be permitted outbound travel, provided that their return to Pangasinan shall be subject to the conditions herein stated.
d. The following travel protocols under E.O. No. 0018-2021 shall remain in force in Pangasinan:
i. Travel authority and medical certificates are not required to be presented in border checkpoints for travel.
ii. No traveler shall be required to undergo quarantine unless he/she exhibits symptoms upon arrival at the LGU of destination.
iii. Government APORs shall be required to present a valid or government-issued ID, a travel order or itinerary, and to pass symptom-screening.
iv. All buses from the NCR bound to Pangasinan shall be required to use the Integrated Terminal Exchange as the central hub for transportation. No bus company or public transport shall be allowed use of their private terminals.
v. LSIs, ROFs, and OFWs shall still be required to report to BHERTs upon arrival at their respective residences.
vi. Tourists are required to register with Pangasinan Tara Na at https://pangasinan.tarana.ph/.
vii. All persons inbound to Pangasinan are required to register with S-PaSS Travel Management System at https://s-pass.ph and to check the travel requirements of component LGUs before travel.
viii. Minimum public health standards are strictly implemented at all times.
SECTION 2. TRAVEL RESTRICTIONS COMING FROM NCR PLUS. Point-to-point travels between NCR Plus and Pangasinan shall be allowed without age restriction, subject to the following:
a. Travel via interprovincial buses must be point-to-point only.
b. Tourists of all ages inbound to Pangasinan shall present a negative RT-PCR test result as requisite for entry.
c. The traveler must observe additional reasonable restrictions imposed or to be imposed by destination LGUs of Pangasinan or by the Department of Tourism and other relevant government agencies.
d. The travel restrictions under this Section shall remain in force until the travel regulations on the NCR Plus are lifted by the IATF-EID.
SECTION 3. CURFEW. The province-wide curfew from 9:00 PM to 4:00 AM shall be implemented, until further notice.
SECTION 4. ENFORCEMENT. The local Philippine National Police (PNP) are hereby empowered to enforce the travel restrictions of this Order in border checkpoints around the Province of Pangasinan.
SECTION 5. TASK FORCE MPHS. Component LGUs are encouraged to organize their respective Task Force Minimum Public Health Standard (Task Force MPHS), a body that shall implement, in the local government level, the Covid-19-related directives of the IATF-EID, Provincial IATF, the Provincial Government, and other national government agencies. The Task Force MPHS may also assist the PNP in enforcing the travel restriction in this Order in their respective border checkpoints.
SECTION 6. SEPARABILITY CLAUSE. Should any provision of this Order be declared by a court of competent authority as invalid or unconstitutional, the remaining provisions not adversely affected thereby shall remain in full force and effect.
SECTION 7. EFFECTIVITY CLAUSE. This Order shall take effect immediately until or unless subsequently amended/revoked/revised. All orders, rules, regulations, promulgations, circulars, and/or issuances by the IATF and/or concerned national government agencies are hereby adopted. All previous issuances of the undersigned and/or by component LGUs, which are not in contravention of the IATF-EID Resolutions and/or its member agencies shall be made applicable in a suppletory manner.

For  May 25, 2021, based on the draw lots conducted during the meeting with the OSCA Federation last May 20, 2021, the profiled and listed senior citizens from BARANGAY NALSIAN and BARANGAY NAGSAING will be the first batch to be given their first dose of COVID-19 vaccine. Please coordinate with your respective OSCA Barangay Presidents and do not forget to bring your I.Ds, and wear your face mask and face shield. Please come on the time indicated in your appointment slips to avoid crowding and to maintain social distancing. See you tomorrow!
Our Health Office will announce the date for the succeeding batches of barangays as the supply of vaccines arrive. Please see your OSCA Barangay Presidents, they were all given the list of eligible and profiled senior citizens in your barangay. If you are not in the list, please register at your Barangay Health Station, to your midwife or NDP in charge for you to be enlisted and profiled for your inclusion in the second round of vaccination activities for senior citizens. DSWD RFO1 Expedites Social Pension Payout For Elderly Calasiaoeños
The Department of Social Welfare and Development Regional Office 1, in coordination with the Local Givernment Unit of Calasiao, is currently conducting the Social Pension for Indigent Senior Citizens Program Payout and Distribution of stipend grants for the 1st semester of 2021.
The said program provides monthly stipend of Php500 to eligible senior citizen beneficiaries in order to augment their daily subsistence and other medical needs which is in accordance with the Expanded Senior Citizens Act of 2010 or commonly known as the Republic Act 9994.
Social Pension (SocPen) caters to those indigent elderly who have no stable sources of income and no regular support from relatives as well as those who are frail, sickly and disabled.
The said payout was conducted through the help of Municipal Social Welfare and Development Office headed by Mdm. Editha B. Gorospe and the Office of the Senior Citizens’ Affairs thru Engr. Rodolfo V. Untalan, President.

SUBJECT : REITERATION OF EXISTING PROTOCOLS
On April 26, 2021, the Philippines hit a heartbreaking record of 1 million Covid-19 cases based on limited testing. The Covid-19 situation in Pangasinan recorded a near-all-time high active cases at 701 as of April 27, 2021.
While Pangasinan has been placed under Modified General Community Quarantine, considered to be the least restrictive risk classification, it is no time to relax the implementation of Covid-19 health and quarantine protocols in the province. The observance of minimum public health standards remains strictly required and mandatory.
In view thereof, and in anticipation of the surge of people travelling during the Labor Day weekend (April 30, 2021 to May 2, 2021), and the summer season, the following health and quarantine protocols in Pangasinan are hereby reiterated:
1. Travels to and from the NCR plus bubble (Metro Manila, Bulacan, Cavite, Laguna and Rizal) remain prohibited while the NCR plus bubble is under ECQ/MECQ until May 14, 2021. (Executive Order No. 0027-A-2021 as extended by Executive Order No. 0030-2021)
2. Notwithstanding the above travel restriction, APOR and cargo travel are still unhampered, provided that proper identification and documentation are presented. (Executive Order No. 0027-A-2021 as extended by Executive Order No. 0030-2021)
3. The province-wide curfew from 8:00 PM to 4:00 AM is maintained. (Executive Order No. 0030-2021)
4. Wearing of face masks and face shields remains mandatory whenever outside respective residences. Violations thereof are penalized under local measures. (Provincial Ordinance No. 235-2o2o as amended and Provincial Ordinance No. 242-2020; local ordinances by component LGUs)
5. Any person below fifteen (15) years old and those who are over sixty-five (65) years of age, including persons with comorbidities, are required to remain in their residences at all times except for emergency and/or humanitarian cases. (IATF-EID Omnibus Guidelines for the Implementation of Community Quarantine in the Philippines)
6. Large gatherings are extremely discouraged. Under IATF-EID guidelines however, gatherings may be allowed up to fifty percent (50%) venue capacity, provided that there is strict observation of minimum public health standards by the DOH and venue ventilation standards by the DOLE. (IATF-EID Omnibus Guidelines for the Implementation of Community Quarantine in the Philippines)
7. Component LGUs may, in their sound discretion, impose other quarantine regulations not contrary to existing laws and regulations.
8. As the Philippines is still under State of Calamity due to Covid-19, all component LGUs are enjoined to continue rendering full assistance to and cooperation with each other and mobilize necessary resources to undertake critical, urgent, and appropriate disaster response aid and measures in a timely manner to curtail and eliminate the threat of Covid-19. Calasiao an Awardee of the 2019 National Anti-Drug Abuse Council Performance Awards.

Congratulations to the Local Government Unit of Calasiao for being one of the awardees of the 2019 National Anti-Drug Abuse Council Performance Awards.
Municipal Anti-Drug Abuse Council (MADAC) of LGU Calasiao garnered a total of 95 functionality points during the National ADAC Performace Audit. The said award is given to local government units in recognition to their efforts through their respective ADACs, complementing the national government’s campaign in combatting the illegal drugs in the country.

Two new motorcycle patrols were turned over by the Guanzon Merchandising Corporation to the Calasiao Police Station,  April 22, 2021.
Over the years, the Guanzon Group of Companies has been extending various support and assistance to the Municipality of Calasiao and its townspeople, as part of their commitment that is to strive in helping every Filipino by providing best and quality services.
Calasiao Chief of Police PLt. Col. Ferdinand de Asis said that the donated vehicles are surely of great help for the PNP personnels’ regular mobile and motorcycle patrolling and for their quick emergency response and operations.

COP’s District Conference 2021

LGU Calasiao welcomes the delegates of the COP’s District Conference 2021. The said conference took place at the Conference Room of the Calasiao Municipal Hall on April 21, 2021. Chiefs of Police coming from the 2nd, 3rd and 5th District of Pangasinan convened for the current situation of their respective municipalities and gave emphasis on the implementation of standard health protocols. Calasiao Chief of Police PLt. Col. Ferdinand de Asis also led his team in accomodating the participants being the host municipality/police station of the said district conference.

It is estimated that 3,300 individuals from the town of Calasiao were given financial assistance or aid from President Rodrigo Duterte and Senator Bong Go. Payout was held on 16th April 2021 at Calasiao Sports Complex.
Aside from financial aid, beneficiaries also received free face masks, face shield, vitamins and food packs. Also distributed bicycles, shoes, computer tablets to the lucky draw winners.
