Executive Order No. 0090-2021
SETTING THE PROVINCE-WIDE CURFEW TO 8:00 PM TO 4:00 AM
WHEREAS, the State is mandated to protect and promote the right to health of the people under Article II, Section 15 of the 1987 Philippine Constitution, and local government units are empowered to exercise necessary, appropriate and incidental powers for its efficient governance in promotion of general welfare, as provided by Section 16 of Republic Act No. 7160, otherwise known as Local Government Code of 1991;
WHEREAS, President Rodrigo Roa Duterte issued Proclamation No. 1021 (s.2020) on September 16, 2020, extending the period of the State of Calamity throughout the Philippines until September 21, 2021;
WHEREAS, the Office of the Provincial Governor of Pangasinan issued Executive Order No. 0081-2021, wherein a province-wide curfew of 9:00 PM to 4:00 AM is placed;
WHEREAS, as reported and confirmed by the Provincial Health Office, there has been an average of over 100 new confirmed Covid-19 cases per day since August 16, 2021, and on August 22, 2021, there are 202 new Covid-19 cases recorded for a total of 1,249 active cases in Pangasinan and Dagupan City;
WHEREAS, there is a need to extend the present province-wide curfew to further limit the movement of people to arrest the rising trend of Covid-19 cases in the province;
NOW, THEREFORE, I, AMADO I. ESPINO III, Governor of the Province of the Pangasinan, by virtue of the powers vested in me, do hereby order the province-wide curfew to be from 8:00 PM to 4:00 AM. APORs and emergency cases are exempted from the curfew period. Violators of the curfew shall be penalized under applicable ordinances. Component LGUs are directed to observe the same curfew restrictions in their respective territorial jurisdiction.
The province-wide curfew set in Executive Order No. 0081-2021 is superseded accordingly. Other provisions of Executive Order No. 0081-2021 not otherwise affected shall retain effect.
This Order shall take effect on August 24, 2021, until revoked.

As per Executive Order No. 104, the closure of LGU offices is hereby extended until August 31, 2021 or unless otherwise amended by the Municipal Inter-Agency Task Force on Covid-19 as new cases among employees continue to rise.
