MASS TRANSPORT OF REPATRIATED PANGASINENSE OFWs

The provincial government of Pangasinan spearheaded by Gov. Amado I. Espino III is doing its best effort to successfully facilitate an unhampered mass transport of about 565 repatriated Overseas Filipino Workers (OFWs) thru the OWWA’s “Tulong-Sundo sa OFWs Project.”

With this, the provincial government mobilizes two provincial buses, one 6×6 rescue truck and support personnel on a 24-hour basis at the drop-off point in TPLEX-Urdaneta Exit Point.

OWWA will take charge in transporting the workers from Manila to the said drop-off point.

Hence, the returning Pangasinense OFWs are now returning to their respective localities this week starting May 26 up to Saturday, May 30.

To ensure the smooth facilitation of the activity, the Task Force for the Repatriation of Overseas Filipino Workers (OFWs) in Pangasinan which was formed by the Governor Espino convened on May 26 at the PESO conference hall to thresh out plans for the said project.

The emergency meeting which was headed by Sangguniang Panlalawigan Member Margilou Orange Humilde-Verzosa, the designated Task Force chairman, and was attended by PNP Provincial Director Redrico Maranan along with representatives of different member offices like PESO, DILG, PDRRMO, PEO, PIO and PHO came up with the following recommendations notably:

“We will ask the support of the LGUs to help us pick up kasi ang concern natin dito ay maging maayos ang pagdating ng ating mga OFWs,” BM Orange, also the SP Committee chair on OFWs said.

As such, the PDRRMO will coordinate with the LGUs throughout the province by sending them letters regarding the repatriation scheme.

“We will make sure that the buses of the province will be available in Urdaneta TPLEX on a 24-hour basis to transport the repatriated workers back home,” BM Orange stressed as she added that LGUs are also allowed to fetch from the drop-off point to their respective locality if they want to.

Meanwhile, the PDRRMO represented by Ms. Avenix Arenas stated that their office will coordinate with the LGUs throughout the province regarding the matter.

PD Maranan, on the other hand, ensure that the PNP will extend full support to the project as he proposed that a system be established and should be properly coordinated with OWWA. “Representative from OWWA ay dapat nandoon sa drop-off point,” he said.

On May 25, newly-designated PNP Regional Director General Azurin, Jr. paid a courtesy call on Governor Espino and they discussed how to effectively facilitate the transport of repatriated OFWs from Pangasinan.

At present, two buses of the provincial government, one 6 x 6 rescue truck of the PDRRMO and one vehicle of the Philippine Nationa Police are on duty 24 hours a day to fetch repatriated OFWs from TPLEX-Urdaneta exit point and bring them to their respective municipalities or cities. Other towns brought their own vehicles to fetch the repatriated OFWs.

Launched last March 17 by OWWA, Tulong-Sundo sa OFW is a free transportation assistance for returning Pangasinense OFWs affected by the travel restriction as the entire Luzon was earlier placed under enhanced Community Quarantine due to the COVID-19 pandemic. Recently, the provincial government has been requested by the OWWA to help provide transportation assistance to the workers who have completed the mandatory 14-day quarantine and swab test.

2nd batch of stranded Pangasinenses in Baguio return home

The Provincial Government of Pangasinan facilitated and fetched anew 46 stranded Pangasinenses in Baguio City on May 25.

These efforts of the provincial government forms part in the Hatid Estudyante and Balik Probinsya program administered by the Pangasinan Provincial Disaster Risk Reduction and Management Office (PDRRMO) to help stranded Pangasinanes from COVID-19 affected areas.

The Pangasinenses who were fetched were composed of 42 students, 3 parents and an employee.

The provincial government set two pick-up points in Baguio City: one in the University of the Cordilleras (UC) and the other in Saint Louis University (SLU).

It was noted that the provincial government strictly complied to the protocol and process of assisting locally stranded individuals (LSIs).

All of the 46 stranded individuals were required of the following documents: medical certificate from the city health office and travel authority from the Philippine National Police (PNP).

The stranded Pangasinenses expressed their gratitude to the provincial government under the leadership of Governor Amado I. Espino III for organizing the Hatid Estudyante program.

“Thank you sa provincial government dahil may ganitong program po kasi kung wala pong ganito, mas matatagalan pa po kami dito,” said Venus Cabilar, a native of Bugallon who was one of the rescued students.

Venus was stranded in Baguio City along with her parents.

All thr LSIs were dropped off to their respective local government units (LGUs) where they will be assessed for quarantine.

It can be recalled that the provincial government first staged the Hatid Estudyante program on May 22 where 39 stranded students from SLU were fetched and returned home.

PDRRMO chief Rhodyn Luchinvar Oro thanked the administration of the SLU and UC as well as Baguio City Disaster Risk Reduction and Management Council for their close coordination with the provincial government and for their assistance to the stranded Pangasinenses.

1st Batch of Hatid Estudyante Program.

Prov’l Gov’t rescues 39 stranded studes in Baguio City

The Provincial Government of Pangasinan through the Provincial Disaster Risk Reduction and Management Office staged the the first batch of Hatid Estudyante program which rescued 39 stranded students of Saint Louis University (SLU) in Baguio City.

The Provincial Government coordinated the rescue with the officials of SLU to arrange the rescue operations.

“Napakahirap ng process. Kailangan nilang makompleto ang lahat ng documents tulad ng medical certificate galing sa City Health Office at travel authority from the police dito sa Baguio,” PDRRMO Operations Head Patrick Aquino said.

Saint Louis University officials expressed their gratefulness towards the Provincial Government of Pangasinan for its effort to
assist the return to the province.

“We are very thankful to the Provincial Government of Pangasinan. This is not the first time that they are coordinating and helping the stranded students of Pangasinan,” said SLU Dean of Students Affair Andrew Macalma.

It can be noted that the Provincial Government has once conducted relief operations of Pangasinan students in some schools in Baguio City including SLU.

One of the rescued student shared that they struggled for the past two months of community quarantine.

“Mahirap po pero nagpapasalamat kami sa SLU at Provincial Government ng Pangasinan sa tulong nila sa pag-uwi,” the rescued student said.

The stranded students were dropped off their respective LGUs where they were examined by their municipal and city health officers and picked up for their respective quarantine protocols.

PDRRMO Operations Head Aquino bared that the Provincial Government of Pangasinan will assist more stranded students from different schools in Baguio City.

The Provincial Government also assures that it will continue to organize the Hatid Estudyante, a component program of Balik Probinsya, to help stranded Pangasinanes from other COVID-19 affected areas.

Paraan para Makauwi ng Ating Probinsya

According to Memorandum released by DILG, here’s a way for stranded (students, local workers, local or foreign tourists, individuals) to travel:

1. Report or notify the Barangay Council that you are stranded .
2. Barangay Council will assist to escalate your situation in the Local Covid-19 task force of the city / isolated.
3. The City / Municipal Local Task Force will help you to get the following documents you need to get home:

I. MEDICAL CERTIFICATE coming from City / Municipal Health Office based on the following condition:
a. You are not suspect or probable, no contact in the case of Covid-19, or not positive about such virus; and
b. You are complete with 14-day quarantine;
c. If you are positive in COVID-19, RT-PCR results must be negative after couple of reviews.

II. AVAILABILTY TO TRAVEL will be submitted to JTF-COVID SHIELD of the city/municipality.

4. Regional Task Force or RTF will accept information about you, and will contact the PNP to provide Travel Authority.

5. Wait for notice from the city or municipal hall of your place for your return details.

The Food and Drug Administration (FDA) warns the public regarding the use of drugs or vaccines with unproven claims to be safe and effective in the treatment of COVID-19. Currently there are no registered drugs or vaccines that are licensed specifically for use in COVID-19 treatment or prevention.

There are on-going clinical trials to investigate the safety and efficacy of new and existing drugs, such as anti-viral, anti-bacterial, and anti-malarial agents in the treatment of COVID-19 patients. The World Health Organization (WHO) recently launched the Solidarity Trial, a large-scale clinical trial participated by many countries (including the Philippines), which aims to identify evidenced-based treatment regimen for COVID-19.

Manufacturers and vendors of unlicensed products such as PRODEX B and the Fabunan Antiviral Injections have been informed regarding the process and requirements to register their products with the FDA Center for Drug Regulation and Research (CDRR). No applications for product registration have been filed to date. Until such products are proven safe and effective for use in the treatment of COVID-19 they cannot be dispensed to the public nor can therapeutic claims be made.

The Food and Drug Administration maintains its mandate in ensuring the safety and efficacy of products to protect public health and commits to cooperate with all agencies to ensure prompt response to this global health crisis.
