1st COVID-19 Case in Calasiao

Sa ginawang RT-PCR test ng siyudad ng Dagupan sa kanilang mga frontliners, lumabas na may labing-apat ang nagpositibo dito. Nakakalungkot isipin ito hindi lang dahil kalapit lang natin ang naturang siyudad at don ang kadalasang puntahan ng ating mga kababayan kundi isa sa mga nagpositibo ay kasalukuyang naninirahan at nangungupahan kasama ng kanyang asawa at mga anak sa isang barangay ng ating bayan.

Bagamat ang nasabing ngpositibo na isang ina ay ligitimong taga Dagupan, ang kanyan paninirahan sa Brgy. Bued ay nangangahulugan na meron na tayong isang kompirmadong kaso ng COVID-19 sa ating bayan.

Ang nasabing frontliner na nagpositibo ay kasalukuyang nasa COVID19 Treatment Hospital ng Dagupan at kasalukuyang binabantayan ang kanyang kalagayan.

Naiulat na natin ang kaso sa ating local IATF-MEID at pinag-utos narin natin ang dagliang contact tracing sa mga posibling nakasalamuha niya sa nasabing barangay. Nilalatag na rin ng ating kapulisan ang mga susunod na hakbang upang maiwasan ang posibling pagkahawa ng ibang kalapit na residente sa lugar at sa pakikipagtulungan ng mga opisyal ng barangay at ng ating RHU personnel mahigpit ang gagawing monitoring sa sa physical at medical na kondisyon ng mga nakasalamuha.

Sa gitna ng pangyayaring ito,hinihiling ko po na tayo ay maging mahinahon sapagkat ang ating lokal na pamahalaan kasama ang opisyal nito ay ginawa ang ating tungkulin para sa ating mga kababayan.

Upang masiguro ang ating kaligtasan ugalihin ang mga sumusunod:
-Laging magsuot ng face mask
-Social distancing
-Hand washing
-Proper personal hygiene
-Disinfection
-Palakasin ang resistensya
At higit sa lahat sama- sama tayong magdasal sa Panginoon upang malampasan natin ang pandimic na ito.

Libreng Binhi for Calasiao Farmers

Upang patuloy na mapaunlad ang Food Security ng ating bayan sa kabila ng kinakaharap na suliranin, pinangunahan ng Office of Municipal Agriculturist, ang pag bibigay ng libreng binhi mula sa proyekto ng Department of Agriculture DA-RFO1 sa mga rehistrado nating magsasaka.

At dahil nais ng ating butihing Mayor Joseph Arman C. Bauzon na palakasin ang ani sa ating bayan, naglaan ang butihing Mayor ng karagdagang Libreng Binhi sa ating mga magsasaka ng sa ganoon ay mas mapalaki ang produksyon ng palay ngayung wet season.

Nagsagawa ng swab test ang mga kawani ng PHO sa pakikipagtulungan ng ating Rural Health Unit sa lahat ng ating mga frontliners at PUI’s. Ito ay programang inilunsad ng ating Provincial Government sa pangunguna ng ating Gov. Amado ‘Pogi’ I. Espino lll. Sa naturang testing nagpa-swab din ang ating Mayor Joseph Armam C. Bauzon, MDRRMC Chairman bilang pangunahing frontliner na humaharap sa lahat ng kawani ng ating LGU at sa publiko.

Pangasinan Hatid Estudyante program fetches 27 UPLB studes

The Hatid Estudyante program of the Provincial Government of Pangasinan continues to facilitate and fetch stranded students from COVID-affected areas outside the province.

Some 27 Pangasinense students of University of the Philippines Los Baños (UPLB) were fetched by the provincial government at the UP Los Baños in Laguna to be brought back to their respective hometowns on May 28.

The provincial government coordinated with the UPLB Office of the Student Affairs to arrange the rescue operations.

UPLB Office of Student Affairs Director Rocky Marcelino commended Governor Amado I. Espino III for facilitating the return of Pangasinense students from the university.

“Malaking bagay po ito dahil marami po ang gustong-gusto nang makauwi sa kanilang pamilya,” Marcelino said.

“Nitong May, ang provincial government na ang nag reach-out at mag-update para makauwi ang mga estudyante,” Marcelino disclosed that the request was earlier made in April but due to strict quarantine protocols, the operation was postponed.

Marcelino added that students were also under quarantine during their stay at the university dorm to ensure their safety against COVID-19 before their return to Pangasinan.

“Pinapadalhan na namin sila ng pagkain, supplies at disinfectants para hindi na sila lumabas,” Marcelino stated.

He also noted that UPLB remains COVID-19 free.

Hence, he assured that all stranded students from UPLB completed the required documents, such as medical certificate and travel authority from the Philippine National Police (PNP) Los Baños.

Students were all dropped off to their respective local government units (LGUs) where they were assessed for quarantine. Among the students who returned home were from: Urdaneta City (5), San Carlos City (5), Bayambang (2), Lingayen (2), San Nicolas (2), and 1 each for Manaoag, Mangatarem, Alaminos City, Binmaley, Calasiao, San Fabian, Sta. Barbara, Tayug, Villasis, Pozorrubio, and Bolinao.

One of the students expressed her gratitude to the provincial government and UPLB for the effort of assuring the welfare of the students during this pandemic.

“Thank you po sa provincial government at kay Governor Espino sa pagpapadala ng provincial bus para masundo kaming mga estudyante,” said Faye Marie Cahapay, a graduating BS Nutrition student of UPLB.

“Ngayon po panatag na po ang aking magulang dahil makakasama na nila ako after how many months na nandito ako,” she added.

It can be recalled that the provincial government also staged Hatid Estudyante program in Baguio City, namely: Saint Louis University (SLU) and University of the Cordilleras (UC).

The first batch of Hatid Estudyante program in Baguio City rescued 39 stranded students on May 22 while the second batch was composed of 46 stranded students including 3 parents and an employee who were fetched on May 25.

LGU-Pangasinan prepares for the establishment of COVID-19 molecular lab

It’s all systems go for the upcoming establishment of the province’s own molecular laboratory which will be established inside the Pangasinan Provincial Hospital (PPH) compound.

Provincial Engineer Antonietta Delos Santos said in an interview on May 27 that the existing old emergency room located at the PPH which will be converted into COVID-19 molecular laboratory, has a dimension of 15.9 meters x 9.8 meters.

The physical plan, she said, is based on the reference plan/design of the Department of Health (DOH). “This is just conversion kasi may existing building na so minimal na lang ang gagawin for improvement works,” the provincial engineer added.

Hence, she noted that the plan was already handed to the Provincial Health Office (PHO) in which the latter took charge of the submission to the health department for their review.

“Before we go on to the final preparation of cost estimate binigay namin sa PHO at nakicoordinate po sila sa DOH for the checking. After their evaluation ipa-finalize na po naming yung design then iaaply for the Permit to Construct ng DOH,” Engr. Delos Santos explained.

Meanwhile, the provincial engineer said that the provincial government is expecting that the reviewed plan will arrive this week and finalization of cost estimate will take off next week in preparation for the application for PTC to be granted by the health department.

It can be recalled that Governor Amado I. Espino III came up with the marching order for the establishment of the province’s own molecular laboratory to hasten results of oropharyngeal swab testing. Test results usually take around 10 days after swab test since it has to pass through the Regional Epediomologic Surveillance Unit first before handing it to the province.

Earlier, Provincial Health Officer Anna Ma. Teresa De Guzman disclosed that the provincial government has already procured an automated PCR machine and some re-agents and purchased some 4,000 oral transport medium which are being utilized for oropharyngeal swab that are being sent to the Baguio General Hospital (BGH), province’s molecular laboratory partner.

Municipal Administrator Marc Jerome S. Gabrillo took the lead in the distribution of free face shields to market vendors.

With the risks of market transactions especially in this pandemic, Mayor Joseph Arman C. Bauzon deems it crucial to provide face gears and other protective equipment to our market vendors to safeguard their welfare and to promote safety of the residents and the general public.

1st batch results on targeted mass testing yield 0.1 percent positivity rate

Results of the first batch of the Expanded Targeted Testing or mass testing for COVID-19 conducted by the Provincial Health Office (PHO) have yielded an almost 0.1 percent positivity rate.

In an interview with Provincial Health Officer Anna Ma. Teresa De Guzman on May 27, it was disclosed that out of the 843 individuals who were tested only one turned out to be positive, a 29-year-old male from Asingan town.

Dr. De Guzman said that among those who were tested are from the 16 “hotspot areas” in Pangasinan (cities and towns that recorded confirmed cases of COVID-19). In addition to this, those listed as mild PUIs who are managed by the local government units, PUMs who are considered high-risks due to heart ailment, diabetes, hypertension, immune-compromised or with COPD, Asthma and Pulmonary tuberculosis, High Risk Pregnant Mothers, frontline workers like health personnel, men in uniform, and workers from risk reduction offices were among the targets.

“May mga kasama tayo na naswab natin doon sa mga border points, ito yung sa Mangatarem border na may 21 na napasama, Bayambang 27, Rosales border na 76, at may mga Bureau of Jail Management and Penology din tayong na-cover sa 1st batch natin,” she said further noting that the mass testing for the first wave consists of three batches wherein the second batch is currently on-going.

Hence, Dr. De Guzman said that it takes about 10 days for the results to come out since it has to pass through the DOH Regional Epidemiological Surveillance Unit first before handing it to the province.

“We send specimen by schedule kaya may aging so ang turnaround time ng ating mga resulta ay more or less from 7 to 8 days na dumarating po sa atin. Hindi nga lang po nakaderetso sa atin ang resulta dahil dumadaan pa sa Regional Epidemiological Surveillance Unit so an average of 10 days po saka natin natatanggap ang resulta,” she explained.

To hasten the results, Governor Amado I. Espino III came up with the strategy for Pangasinan to have its own molecular laboratory which will be established inside the Pangasinan Provincial Hospital (PPH) compound.

According to the provincial health officer, the provincial government has already procured an automated PCR machine and some re-agents and purchased 4,000 Viral transport medium which are being utilized for oropharyngeal swab that are being sent to the Baguio General Hospital (BGH), province’s molecular laboratory partner.

In preparation for the upcoming molecular laboratory in Pangasinan which is expected to be established within a month or two, the provincial government is slated to send six medical technologists to the Research Institute for Tropical Medicine (RITM) for training.

“Kung merun na tayong molecular laboratory sa Pangasinan ang turn-around time ay one to two days since ang gamit po natin ay automated PCR wherein ito po ay May four hours lang na process time so we will be able to get possibly the earliest results within five to six hours,” she further said.

Meanwhile, Dr. De Guzman reminds Pangasinenses to practice the “new normal” since COVID-19 is now endemic in the whole world even if vaccine will be available.

The provincial health officer urged everyone to practice the following to keep up with the new normal: practice cough and sneezing etiquette, regular hand washing, healthy lifestyle, physical distancing, thermal screening, ready access to alcohol and hand sanitizers in offices and business centers.

Likewise, she appealed on all LGUs that are conducting the ‘rapid body testing’ to coordinate with the Region 1 Medical Center (R1MC) and PHO if there are positive cases recorded in their locality. R1MC and PHO will be the one to conduct confirmatory test thru PCR oropharyngeal swab testing.

“Nakakacause sa probinsya natin ng confusion sa ating mga kababayan ang rapid antibodies testing. Kung kayo po ang nagpositibo diyan ay matatawag po kayo na “probable case” at mangangailangan pa po kayo ng confirmatory test which is the real time PCR,” she said as she cleared that all those tested positive in the Rapid antibodies Testing turned out negative from COVID-19 when they underwent confirmatory test from R1MC and PHO. COVID Rapid Testing for Barangay Captains

At the end of our Barangay Chief Barangays yesterday in the supervision of our MLGOO, our captains underwent COVID testing with a brand of rapid test kit where one captain came out positive in his two in a row test. To confirm the said result, the said test was repeated in our RHU using its rapid test brand and the result came out negative, however such captain will be subject to the SWAB test to confirm the real results. Meanwhile in the physical and Medical examination of our Mun. Heatlh Officer Dr. Jesus Arturo Devera it appears that the said captain in strict care and monitoring of our health personnel does not show any symptoms of our local government’s Isolation and quarantine facility.

For the safety of all, I also ordered the 14 day home quarantine to all the captains in such meeting and all their encountered. They will also be under monitoring of BHERT and RHU personnel. We also conducted disinfection in the whole building of our municipal hall where the polo occurred.

While we wait for the result of the swab test to be done, our town of Calasiao still remains COVID-FREE. For our salvation always practice the following:
– Wearing face mask
-Social distancing
– Hands washing
-Proper personal hygiene
-Disinfection
– Staying in our home
And stamina stamina and most of all our collective prayers to God that we all overcome this crisis.
